ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for CVE Stakeholders Engagement Senior Expert position who meet the following requirements.

Job Summary

CVE Stakeholders Engagement Senior Expert is responsible for identify new and foster relationships with existing stakeholders to promote the provision of civic and voter education.

Duties and responsibilities

  • Understand, identify, and analyze the key stakeholders, their needs and expectations, how they can contribute to or hinder initiative, and how to tailor the communication and engagement strategies accordingly.)
  • Recognize emerging issues and leaders, and create frameworks for community organizers
  • Using various techniques, such as stakeholder mapping, power-interest matrix, influence-impact grid, and personas, to categorize and prioritize the stakeholders based on their level of interest, influence, impact, and attitude towards CVE initiatives
  • Communicate and manage the relationships with the stakeholders effectively
  • Support ongoing local (community) and national programs with logistical and material coordination
  • Develop outreach plans designed to improve stakeholders’ engagement
  • Support the creation of brochures, social media, email campaigns
  • Create and promote consultations and events that foster stakeholder engagements
  • Conduct surveys, workshops, focus groups discussions, and presentations, to inform, consult, involve, collaborate, and empower the stakeholders throughout the CVE initiatives.
  • Adapt the communication style, tone, and content to suit the audience, context, and purpose of the message.
  • Build trust, rapport, and credibility with the stakeholders, and handle any conflicts, issues, or feedback that may arise.
  • Facilitate and negotiate the stakeholder interactions and agreements (facilitate the stakeholder workshops, meetings, and sessions, and ensure that the objectives, agenda, roles, and ground rules are clear and followed.)
  • Manage and evaluate the stakeholder CVE initiative readiness and outcomes using various tools, such as initiative impact assessment, initiative readiness assessment, initiative resistance assessment, and initiative adoption measurement, to assess the current and desired state of the stakeholder behavior, attitude, knowledge, and skills.
  • Design and implement the stakeholder initiative management plan, which includes the actions, activities, resources, and timelines to support the stakeholder transition and adoption.
  • Monitor and evaluate the stakeholder feedback and performance, and identify and address any gaps, issues, or risks that may affect the initiative success.
  • Demonstrate strategic thinking by having a good understanding of the context, environment, strategy, goals, and value proposition, and how the change initiative aligns with them.
  • Analyze strengths, weaknesses, opportunities, and threats of CVE initiatives, and how they may affect the stakeholder interests and expectations.
  • Think strategically and creatively, and propose solutions that are feasible, desirable, and viable for the business and the stakeholders.
  • Assist in the execution of public outreach plans to reach audiences through targeted channels;
  • Support the Civic and Voter Education activities in regional branches by coordinating with regional stakeholders;
  • Assist the department in the development and execution of campaigns, including content creation and new election campaign launches;
  • Provide inputs to public outreach plans provided through different channels;

 

Specification:

Education and Work Experience

 

  • MA degree or BA Degree in Journalism, Communication, Computer Science, Information Technology or any other related fields
  • 8 years and Bachelors | 7 years and Masters | 4 years in a leadership.

Knowledge:

  • Proficiency in graphic design software and tools
  • Knowledge of typography, colour theory, and layout
  • Knowledge on Upholding Organization’s Brand
  • Knowledge of Social Media Ethics
  • Not a member of a political party.
