The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Chief Information Officer (CIO) position who meet the following requirements.

Job Summary
Chief Information Officer (CIO) is responsible for overseeing the development, implementation, and maintenance of technology systems related to election processes and corporate processes within NEBE. This includes managing Election Management Systems (EMS), voter registration technologies and election results systems The role involves ensuring the integrity and security of the ICT Infrastructure and managing ICT staff, and collaborating with various stakeholders to enhance electoral technology services. Additionally, the CIO must stay updated on technological advancements and compliance with regulatory requirements.
Duties and responsibilities
- Overseeing the development of election systems for voter registration, results processing, and other electoral technologies.
- Ensure that all the election technologies are secure, reliable, and up-to-date.
- Providing training and support to staff and election workers on the use of technology during elections.
- Developing long-term technology plans to enhance electoral processes and integrate new advancements in electoral technology.
- Ensuring accurate acquisition, processing, and distribution of voter information and election results, while maintaining data confidentiality and security.
- Planning and budgeting for acquisition of new technologies and maintenance of the existing system.
Specification:
Education and Work Experience:
- 8 years and Ph. D | 10 years for Masters in Information Technology, Information System, Computer Science, software Engineering or related field.
- Minimum of 4 years’ experience in a leadership position
- Proven experience in managing large-scale IT projects, particularly in the public sector or election-related environment
Training
- Profession Certification in Project Management (PMP), Database Administration, Information System Security is an added advantage.
Knowledge:
- Extensive experience of 8+ years at Senior level in a reputable institution.
- Proven experience in managing large-scale IT projects, particularly in the public sector or election-related environment.
- Not a member of a political party.
Know-How (Skills) (Technical competencies):
- Strong understanding of election management systems and processes Familiarity with enterprise architecture, cloud, database management, software development, and IT infrastructure.
- Experience in leading and managing IT teams, including staff development and performance management.
- Strong project management skills, with the ability to oversee multiple projects simultaneously.
- Ability to analyze complex issues and develop effective solutions, particularly under pressure during election cycles
- Excellent verbal and written communication skills for interacting with stakeholders, including government officials, vendors, and the public
