The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Manager, Solutions Architect position who meet the following requirements.

Job Summary
Manager, Solutions Architect is responsible for designing and developing comprehensive ICT solutions to support electoral processes. This role involves understanding the specific needs and requirements of elections, analysing existing systems, and designing innovative solutions that meet the highest standards of security, reliability, and efficiency. The Manager, Solutions Architect shall be the team leader of the Software development team which is comprised of the systems design and development.
Duties and responsibilities
- Team leader for the software development team within NEBE
- Develop high-level and detailed system architectures for election-related ICT systems.
- Define system requirements, functional specifications, and design patterns
- Collaborate with other departments to understand their needs and translate them into technical specifications
- Design and document system components, including hardware, software, and databases.
- Select appropriate technologies and platforms based on performance, scalability, and security requirements.
- Develop system integration plans and interfaces
- Develop and conduct proof of concept demonstrations to validate system designs and technologies.
- Evaluate the feasibility and effectiveness of proposed solutions
- Research and evaluate new technologies and trends that can improve election processes
- Stay up-to-date with industry best practices and standards
- Provide technical guidance and oversight during system implementation
- Collaborate with development teams to ensure that solutions meet design specifications
- Develop and execute comprehensive system testing plans.
- Identify and address system defects and issues
- Ensure that ICT solutions meet security and compliance requirement
- Design and implement security measures to protect sensitive election data
Training
- Certification in system architecture or design (e.g., TOGAF, Zachman Framework)
Education and Work Experience:
- MA or BA degree in Computer Science, Information Technology, or a related field
- 7 years for Masters or 8 years for Bachelor in system architecture and design.
- 4 years in a leadership role
Knowledge:
- Strong understanding of system development methodologies and tools.
- Experience with a variety of ICT technologies and platform
- Knowledge of security frameworks and standards (e.g., ISO 27001, NIST Cybersecurity Framework)
- Experience with cloud computing platforms and virtualization
- Not a member of a political party.
Know-How (Skills) (Technical competencies):
- Excellent problem-solving and analytical skills
- Ability to work independently and as part of a team
