ORGANIZATIONAL OVERVIEW
The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Manager, ICT Infrastructure and Cyber Security position who meet the following requirements.

Job Summary
Manager, ICT Infrastructure and Cyber Security is responsible for overseeing the design, implementation, and maintenance of the information technology infrastructure used to support electoral processes. This role ensures the security, reliability, and efficiency of the ICT systems, including hardware, software, and communication channels. The Manager will work closely with election officials, IT teams, and external vendors to deliver a robust and secure ICT environment.
Duties and responsibilities
- Lead and manage a team of ICT professionals responsible for infrastructure operations and support
- Develop and implement the overall ICT Infrastructure plan for election processes, aligning with organizational goals and objectives
- Conduct needs assessments to identify the hardware requirements for elections and operations
- Plan for future ICT infrastructure expansion and modernization
- Oversee the design and implementation of ICT infrastructure, including networks, servers, data centers, and cloud environments
- Ensure that the infrastructure is scalable, reliable, and secure
- Develop and maintain technical documentation and standards
- Support ICT projects related to elections, including implementation, upgrades, and maintenance
- Develop and implement security policies and procedures to protect the ICT infrastructure from threats
- Respond to security incidents and implement corrective measures.
- Provide training and development opportunities for team members
- Responsible for the Disaster Recovery and Business Continuity Plan.
Specification:
Education and Work Experience:
- MA or BA degree in Computer Science, Information Technology, or a related field
- 7 years for Masters or 8 years for Bachelor.
- 4 years in a leadership role
Training
- Certification in information security (e.g., CISSP)
Knowledge:
- Knowledge of data center operations, virtualization, and cloud computing is must.
- Hands-on experience with networking hardware and software (e.g., routers, switches, firewalls, VPNs)
Know-How (Skills) (Technical competencies):
- Strong understanding of network protocols, architectures, and technologies.
- Proven ability to lead and manage teams
- Excellent communication and interpersonal skills
- Strong problem-solving and decision-making abilities
- Skills in managing projects and coordinating with other IT staff
