The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Systems /Cloud Administrator ( Devops) position who meet the following requirements.

Job Summary

Systems /Cloud Administrator ( Devops) is responsible for configuration and maintenance of essential IT infrastructure, including operating systems, security tools, applications, servers, email systems, laptops, desktops, software, and hardware and cloud Infrastructure.

Duties and responsibilities

  • Design, implement, and maintain robust and scalable IT infrastructure for election operations.
  • Manage and optimize cloud infrastructure (e.g., AWS, Azure, GCP) to support election applications and data.
  • Install, configure, and troubleshoot operating systems, software applications, and hardware components
  • Implement and maintain cloud security measures, including access controls, encryption, and vulnerability management
  • Perform server administration tasks (ex: user/group, security permissions, group policies, print services); research event-log warnings and errors; and monitor resources to ensure that systems architecture components work together seamlessly
  • Monitor data-center health using existing management tools, and respond to hardware issues as they arise; help build, test, and maintain new servers when needed
  • Maintain internal infrastructure requirements, including laptop and desktop computers, servers, routers, switches, firewalls, printers, phones, security updates; support internet, intranet, LANs, WANs, and network segments
  • Assist the help desk and other teams with troubleshooting to identify root cause, and provide technical support when needed
  • Perform routine and scheduled audits of all systems, including backups
  • Migrate existing systems and data to the cloud environment and Vis versa
  • Monitor cloud resource usage and costs to ensure efficient allocation
  • Provide technical support for election-specific applications and systems (e.g., voter registration, ballot casting, tabulation).

Specification:

Education and Work Experience: 

  • MA or BA degree in Information Technology, Computer Science, or a related field
  • 5 years for Masters or 7 years for Bachelor.

Training

  • Certifications include Microsoft Certified Solutions Expert (MCSE), Cisco Certified Network Associate (CCNA)

Knowledge:

  • Experience with databases, networks, upgrading hardware and software, designing networks, laying out the infrastructure for LANs, troubleshooting network outages and user troubles and the ability to communicate clearly
  • Experience with or knowledge of programming languages and operating systems, current equipment and technologies, enterprise backup and recovery procedures, systems performance-monitoring tools, active directories, virtualization, HTTP traffic, content delivery, and caching
  • Experience in project management, application design and integration, and cloud computing (e.g.  Microsoft Azure, AWS) GCP)
  • Expertise in analysing and repairing large-scale distributed systems; creating volumes and assigning them to servers; and remote replication
  • Not a member of a political party.

Know-How (Skills) (Technical competencies):

  • Excellent problem-solving and troubleshooting skills.
  • Ability to work independently and as part of a team.
  • Strong communication and interpersonal skills.
  • Strong understanding of network protocols (TCP/IP, DNS, DHCP).
  • Experience with virtualization technologies (e.g., VMware, Hyper-V).
