ORGANIZATIONAL OVERVIEW
The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for CVE Junior Public outreach Expert position who meet the following requirements.

Job Summary
CVE Junior Public outreach Expert is responsible for support the dissemination of NEBE’s civic and voter education strategy and supporting the implementation of a Civic and Voter Education programs. Her/his responsibilities include day to day assistance with production and dissemination of Civic and Voter education materials and expected to gain a thorough understanding of NEBE’s values and programs; and promote them through effective communications, awareness, and public outreach endeavors.
Duties and responsibilities
- Assist in execution of public outreach plans to reach audiences through targeted channels;
- Support the Civic and Voter Education activities in regional branches;
- Collect and compile data for CVE M&E
- Assist the department in the development and execution of campaigns, including content creation and new election campaign launches;
- Provide inputs to public outreach plans provided through different channels;
- Prepare message that are gender sensitive and inclusive;
- Provide inputs for CVE research
- Draft public service announcement and other messages;
- Assist in the organization of events such as debates;
- Build periodic campaign plans and lists;
- Assist with production and dissemination of civic and voter education materials;
- Assist the rolling out of training of materials to the regions;
- Provide support other experts in the department when requested;
- Perform other duties assigned by the supervisor.
Specification:
Education and Work Experience:
- MA/M.Sc./BA Marketing, Communications and Journalism, Social Work, Business Administration, Civics Education, Political Science and International Relations, Law, Public Administration, Pedagogical Studies, Adult Education, and related fields.
- 2 years for Masters or 4 years for BA
Knowledge:
- A strong set of personal values including integrity, honesty and desire to be of services,
- Highly facilitative and collaborative working style;
- Ability to thrive in a fast-moving environment, with an emphasis on high performance, teamwork, accountability, and results;
- Experience especially in national and/or regional campaigns;
- Experience with graphic design, web design, or video production;
- Proficiency with Adobe Creative Suite (CS);
- Experience in public outreach, media, and marketing;
- Experience developing and managing successful marketing campaigns from start to finish;
- Strong understanding of nonprofit sector dynamics, advocacy strategies, and community development principles.
- Excellent networking, negotiation, and relationship-building skills.
- Project management expertise, including monitoring, evaluation, and reporting.
- Ethical mindset with a commitment to transparency, integrity, and social impact.
- Not a member of a political party.

- Have good problem-solving skill;
- Not a member of political party;
- Fluency in English and Amharic required (written and spoken);
- Knowledge of other local languages besides Amharic.
