ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Election Security Expert position who meet the following requirements.

Job Summary

Election Security Expert is responsible for:

  • planning and implementing security measures to safeguard the integrity of the electoral process.
  • conducts risk assessments, delivers security training, and collaborates with security agencies.
  • Upholds ethical standards, monitors security incidents, and ensures a secure election environment.

Duties and responsibilities

  • Assist in the development and implementation of security plans to ensure the safety and integrity of the electoral process.
  • Collaborate with security agencies to coordinate security arrangements.
  • Conduct risk assessments related to election security and propose mitigation strategies
  • Identify actual, perceived, and foreseeable risks, along with measures to maintain program continuity and enhance resilience through robust security and risk management.
  • Produce monthly and quarterly security analysis/reports (including ad hoc daily updates, weekly summaries, and monthly trend analysis) where requested.
  • Monitor security incidents and provide timely reporting.
  • Participate in the development and delivery of security training for election staff and volunteers.
  • Raise awareness of security protocols among relevant stakeholders
  • Deliver and prepare high-quality safety training for operation department staffs and NEBE teams
  • Lead the development and production of contextualized risk management policy, protocols, and procedures in close collaboration with area and regional branch offices.
  • Collaborate with other departments, regional offices, and security agencies to coordinate security efforts during elections.
  • Assist in coordinating logistics, resources, and personnel to ensure the smooth execution of all electoral activities.
  • Support the planning and allocation of resources effectively to support operational needs.
  • Uphold ethical principles, including impartiality, transparency, and neutrality, in all election and referendum-related activities.
  • Participate in the overall verification process of election results.

Processes to manage and/or control

  • Monitor and update the security status of each region
  • Prepare periodic security assessments across the country
  • Maintain relevant safety documentation, data, and records (staff presence lists, training register, incident tracking, maps, etc.)
  • Act as the safety focal point to support the supply chain team process for procuring safety-related equipment, facilities, and other resources/services.
  • Assist the department head in executing various tasks
  • Provide direct support and coaching to subordinates

Specification:

Education and Work Experience

  • Masters or BA degree in in Security, Development, Management, Economics, Law, Political science, Project Management, Business administration or public administration and other related fields
  • 5 years and masters or 7 years and bachelor in administration or development related job positions

Training

  • Other advanced safety management-related qualifications/certificates.

Knowledge:

    • Knowledge of security protocols and practices.
    • Strong risk assessment and mitigation skills.
    • Effective training and awareness-building abilities.
    • Coordination and collaboration with security agencies.
    • Awareness of security measures related to elections.
    • Strong understanding of electoral processes and regional operations.
    • Problem-solving skills for addressing operational challenges.
    • Reporting and documentation capabilities.
    • Understanding of and ability to manage sensitive information and maintain high level of confidentiality within and outside the organization.
    • Experience in developing and updating SOPs, contingency plans, and other risk assessment and management documents and tools.
    • Experience in incident/crisis management.
    • Excellent communication and interpersonal skills; ready to encourage, motivate, and guide team members to confidently approach safety and security issues, especially during crises.
    • Experience in conducting safety training for staff and experience in partner capacity building.

Know-How (Skills) (Technical competencies):

    • Ability to provide conflict analysis (written).
    • Proven ability to prioritize tasks and meet deadlines under pressure.
    • Computer literate, able to use all common software packages.
    •  Flexible, able to be based in highly insecure environments and travel to difficult and insecure areas at short notice.
    • Proven ability to work effectively with minimal supervision.
    •  In-depth understanding of previous and current Ethiopia context.
