The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Election Legal Affairs & Case Management Expert position who meet the following requirements.

Job Summary
Election Legal Affairs & Case Management Expert is responsible for managing legal matters related to electoral processes, overseeing legal compliance, and providing expertise in election-related cases. This role involves legal research, case analysis, policy development, and ensuring adherence to electoral laws and regulations. The Expert plays a critical role in safeguarding the integrity of elections and managing legal cases effectively.
Duties and responsibilities
- Conduct in-depth legal research on electoral laws, regulations, and precedents.
- Provide high-level technical assistance and input in the area of legal and regulatory reform; this may include reviewing, updating, drafting and commenting on electoral and referenda legislation; institutional by-laws and proclamations
- Analyze legal issues related to elections, providing comprehensive case assessments and recommendations.
- Manage election-related legal cases, including litigation, disputes, and challenges.
- Liaise with external legal counsel, prepare legal documents, and represent the organization in legal proceedings.
- Develop and implement legal policies and procedures related to elections and electoral activities.
- Draft and review election-related policies, ensuring legal compliance and alignment with best practices.
- Ensure compliance with electoral laws, regulations, and internal policies.
- Advice on legal implications of election-related decisions and actions, ensuring legal standards are met.
- Engage with election officials, stakeholders, and legal counterparts to foster collaborative relationships.
- Represent the organization in legal forums, conferences, and meetings related to electoral matters.
- Document legal cases, maintain accurate records, and prepare detailed reports for management review.
- Prepare legal briefs, memos, and documents for internal and external stakeholders.
- Uphold ethical and professional standards in legal practice, ensuring transparency, fairness, and impartiality.
- Provide guidance on ethical conduct to election officials and staff involved in legal matters
- Perform any other task as required.
Specification:
Education and Work Experience:
- 7 years for Bachelor | 5 years for Masters in LLB or LLM
Knowledge:
-
- Proficiency in Microsoft Word, PowerPoint, Outlook and Excel;
- Experience in developing outreach strategies and initiatives;
- Proven communication and presentation skills to large and varying audiences;
- Knowledge of Ethiopia’s political context;
- Excellent computer literacy and fluency in English and Amharic required;
- Excellent working level of English and Amharic languages; in both writing and speaking;
Know-How (Skills) (Technical competencies):

- Strong understanding of electoral laws, regulations, and legal frameworks.
- Excellent analytical, negotiation, and communication skills.
- Proven experience in case management, legal research, and policy development.
