ORGANIZATIONAL OVERVIEW
The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Domestic Observation and CSO Partnership Expert position who meet the following requirements.

Job Summary
Domestic Observation and CSO Partnership Expert is responsible for Increase the effective and lawful participation and engagement of political parties and other electoral stakeholders in electoral processes.
Duties and responsibilities
- Develop and refine domestic observation methodologies, protocols, and tools for monitoring partners’ engagement in electoral processes.
- Ensure the adherence to international and African/Regional standards and best practices in domestic election observation and Human Rights monitoring activities.
- Organize training programs and pre-and post-election reviews for domestic observers, ensuring they are well-versed in observation techniques and complement with codes of conduct, and data collection methods.
- Provide ongoing support and guidance to observers and human rights monitors throughout the observation period.
- Coordinate the deployment of domestic observers to polling stations and relevant electoral events.
- Follow up timely reporting of observation findings.
- Identify, establish, and nurture partnerships with sub-regional and national Civil Society Organizations (CSOs) to collaborate on observation initiatives.
- Facilitate joint training sessions, workshops, and capacity-building activities with partner CSOs and other partners.
- Analyse observation data, prepare comprehensive summary reports, and disseminate findings to relevant stakeholders, including CSOs, government agencies, the public and NEBE.
- Ensure the accuracy, reliability, and integrity of observation reports.
- Engage with CSOs when advocating for electoral reforms, and inclusion in electoral processes.
- Ensure domestic observation activities comply with relevant laws, regulations, and ethical standards and in the case of human rights monitoring with the MOU signed with EHRC and other partners.
- Uphold the principles of impartiality, transparency, and integrity in all observation-related activities.
- Provide technical assistance and support to CSO partners to enhance their capacity in election observation.
- Organize workshops, seminars, and knowledge-sharing sessions with CSOs, EHRC and other partners.
Specification:
Education and Work Experience:
- Masters or BA degree in Social science, Sociology, Psychology, Law, Management, Public administration and development management, political science and in other related areas.
- 5 years and masters or 7 years and bachelor in experience in the CSO environment is a plus
Training
- Planning, Implementing, monitoring and evaluation as well as proper management of available resources
Knowledge:
- Knowledge of international standards and best practices in election observation, human rights monitoring and civic engagement.
- Strong networking and partnership-building skills with a focus on collaboration with Civil Society Organizations.
- Excellent communication, presentation, and interpersonal skills.
- Analytical mindset with the ability to interpret data and present findings effectively.
- Commitment to democratic principles, human rights, and civic participation
