ORGANIZATIONAL OVERVIEW
The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Head, Election Logistics Department position who meet the following requirements.

Job Summary
Head, Election Logistics Department is responsible for the department head, pursuant to NEBE strategic plan and applicable strategies, the logistics department will make efficient and effective packing and distribution of election materials to all polling stations within predefined time table. Ensures the availability of suitable transportation facilities both for materials and concerned officials.
Duties and responsibilities

- Ensuring the timely and accurate distribution of election materials.
- Providing necessary transport facilities for election officials and volunteers.
- Facilitating secure transportation and storage of election materials and manpower.
- Ensuring the presence of an election materials inventory, which includes packing boxes, ballot boxes, voting booths, and various supplies by communicating the process owner, Asset management department.
- Packing as needed, retrieving materials, and securing PW, CO & Zonal workers clearances for efficient material management.
- Handle the processes while transporting election materials from distribution centers to polling stations.
- Handle the coordination of transportation for election officials and volunteers on Election Day.
- Ensure the security measures are in place to safeguard election materials during transportation, storage, and distribution.
- Ensure that logistics department staff receive appropriate training and capacity building opportunities to enhance their skills and efficiency.
- Collaborate with other departments, such as Election Operations, Procurement and Asset management to ensure smooth coordination of logistical efforts.
- Develop contingency plans to address unforeseen challenges or emergencies during the election process.
- Plan resources and budget requirements for the required logistical activities, including transportation, storage, and equipment.
- Consider and implement sustainable practices and environmental considerations in logistics planning, where feasible.
- Reinforce ethical principles, including transparency and fairness, in the allocation and distribution of election materials.
Specification:
Education and Work Experience:
- MA degree or PHD in Supply chain Management, Business management or any other related fields.
- 10 years for Masters or 8 years for PHD (4 years in leadership position)
In Supply chain management, Logistics and related job positions.
Mandatory Training
- Logistics (Warehousing, Distribution) Management, Change and Transformational management
Knowledge:

- Knowledge of all logistics related assumptions, realities, government policy and procedures.
- Understanding and know-how of differentiating between different carriers (Air, Sea and road) based on the required shipments and cost of transportation.
- Good knowledge of constituencies as well as polling station locations.
