ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Deputy Head, HRM department position who meet the following requirements.

Job Summary

Deputy Head, HRM department is responsible for aligning HR strategy and efforts with the NEBE strategy and mobilizing resources and coordinate activities for achieving HR objectives.

Duties and responsibilities

  • Support Head of the department to develop HR strategy and organize resources for the effective execution of the strategy.
  • Manage and coordinate development and implementation of employee performance management system.
  • Assist on ensuring compliance of human resource management activities with NEBE’s HR policies and procedures.
  • Coordinate the development of HR policy and procedures
  • Lead the implementation of people aspect of changes in NEBE       
  • Advise department heads and management board on HR related issues
  • Work with the Head on the implementation of measures and improvement initiatives to realize human resource (HR) operational excellence
  • Follow-up total compensation programs and process development and supervise the implementation
  • Develop HR planning strategies and Coordinate HR planning activities and organization design development processes
  • Ensure deployment of qualified candidates for various positions within NEBE
  • Manage the acquisition, selection and on-boarding of candidates while ensuring fairness, transparency and equal employment opportunity.
  • Ensure compliance with health and safety regulations to create a safe and healthy working environment.
  • Support creation of positive and inclusive work culture that encourages employee engagement and well-being
  • Provide training and professional development opportunities for staff to enhance their skills and knowledge.
  • Develop initiatives to promote employee engagement, satisfaction, and well-being, recognizing the importance of a healthy work-life balance.
  • Identify and nurture high-potential employees for future leadership roles through succession planning
  • In the absence of Head of the department, Deputy Head will act as Head position.
  • Assist the Head to establish procedures for resolving conflicts and handling employee grievances in a fair and timely manner
  • Reinforce ethical principles and professional conduct standards for all the NEBE staff.
  • Collaborate with the HRM team and other departments to facilitate cross-functional initiatives and address HR-related requirements.
  • Foster a collaborative and supportive work environment within the department
  • Provide guidance and mentor ship & on job training to team members, fostering their professional development and growth.
  • Coordinate training sessions and knowledge-sharing activities to enhance the team's skills and expertise.

Processes to manage

  • Manage HR functional areas (development and administration)
  • Provide direct support and coaching to subordinates
  • Set objectives and evaluate performance of HR processes
  • Prepare annual plan and budget for the HR activities and processes
  • Prepare periodic report of the HR processes
  • Control all HR related policy and procedures implementations and practices in NEBE (Check for compliance)

Specification:

Education and Work Experience

  • MA degree or PHD in HRM or Management or Business administration or Business management or public administration and development management
  • 9 years for Masters or 7 years for PHD (4 years in leadership position) in HR administration or development related job positions

Knowledge:

  • Knowledge of people aspect of Change management methodologies, approaches and models
  • Human Resource concepts and application (Ethiopian Labour Law and employment related regulations, HR Policies, procedures, modern practices, approaches and trends)
  • Knowledge of HR metrics
  • Not a member of a political party.
