ICT Support Expert

ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for ICT Support Expert position who meet the following requirements.

Salary:                             As per the organization salary scale (Competitive)

Job Summary

The ICT Technician will play a crucial role in ensuring the smooth and efficient operation of information and communication technology (ICT) systems during the election process. This position involves the installation, configuration, maintenance, and troubleshooting of various ICT equipment and software to support electoral activities.

Duties and responsibilities

  • Install and configure ICT equipment such as computers, servers, routers, switches, and modems
  • Set up and maintain network infrastructure, including wired and wireless networks
  • Configure and manage election-specific software applications and databases.
  • Implement security measures to protect network infrastructure and data
  • Install and update antivirus on all the desktop computers , laptops and servers
  • Provide technical support for election-related software applications and other computers
  • Install and configure software applications for election activities and office operations
  • Support day to day ICT Office support of Headquarter and field staff
  • Perform servicing and minor repairs of desktop computers , laptops, tablets  Printers, and scanners
  • Troubleshoot software issues and provide timely solutions.

Specification:

Education and Work Experience

  • Masters or BA degree in Computer Science, Information Technology, Computer Network and other related fields
  • Minimum of 5 years for Masters or 7 years for BA in ICT support or a similar role.

Knowledge:

  • Strong understanding of electoral processes and regional operations.
  • Reporting and documentation capabilities.
  • Managing complex payrolls.  
  • Not a member of a political party.
  • Proficiency in local languages is preferable.

Know-How (Skills) (Technical competencies):

  • Knowledge of network protocols (e.g., TCP/IP, DHCP, DNS)
  • Proficiency in various operating systems (e.g., Windows, Linux)
  • Strong understanding of computer hardware, software, and networking concepts
  • Ability to communicate technical information to non-technical audience
  • Ability to work under pressure and meet deadlines.
  • Understanding of cyber security best practices and measures.
  • Ability to diagnose and resolve technical issues efficiently.
