ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Head, PMEL Department position who meet the following requirements.

Job Summary

Head, PMEL Department is responsible for Design, implement, and manage a robust PMEL system that enables NEBE to plan, monitor and evaluate its performance, learn from past experiences, and continuously improve its electoral processes and operations with the overall mission to ensure the effectiveness and efficiency of NEBE's overall performance.

Duties and responsibilities

    • Primary Responsibilities of the Head, PMEL:
      • Developing and implementing strategic plans to guide NEBE's activities.
      • Monitoring the progress and performance of the NEBE overall activities and other projects and programs.
      • Conducting evaluations to assess the effectiveness and impact of NEBE’s overall activities and processes.
      • Facilitating a culture of learning and knowledge sharing within the organization.

 

    • Strategic Planning
      • Partake in the process of development and updating NEBE's strategic plan, aligning it with NEBE's vision and mission.
    • Performance Monitoring
      • Monitor the implementation of projects and programs.
      • Establish key performance indicators (KPIs) and targets to track progress of each unit.
    • Evaluation Framework
      • Conduct evaluations, including formative, summative, and impact evaluations.
      • Support departments in development of various performance tools.
    • Learning and Lessons
      • Implement systems for capturing and disseminating lessons learned from past electoral experiences and other major activities.
      • Promote a culture of learning and continuous improvement within the organization.
    • Knowledge Management
      • Implement knowledge management strategies to share best practices and institutional knowledge.
    • Data Collection and Analysis
      • Establish tools and methodologies for collecting and analyzing data to inform planning and decision making.
    • Evidence based Decision Making
      • Use evidence and evaluation findings to inform policy and program decisions.
      • Collaboration with other Departments
      • Highly collaborate with other departments to ensure alignment with organizational goals and priorities.
    • Capacity Building
      • Provide training and capacity-building opportunities for the NEBE staff in planning, monitoring, evaluation, and learning methodologies.
    • Budget and Resource Allocation
      • Allocate resources and budget for the department's PMEL activities.
      • Compile budget request of Departments and secure approval
    • Ethical Guidelines
      • Reinforce ethical principles, including transparency, integrity, and objectivity, in all PMEL activities.
    • Reporting and Communication
      • Report evaluation findings and learning outcomes to relevant stakeholders.

Specification:

Education and Work Experience

  • MA degree or PHD in Economics, Law, Political Science, Business management or public administration and development management.
  • 10 years for Masters or 8 years for PHD (4 years in leadership position)

        In leadership, strategic Management, and program management, related job positions

Mandatory Training

Monitoring and Evaluation, Strategic Management, Team leadership, change management.

Knowledge:

    • Knowledge of PMEA or MEAL system, preferably in the context of elections or governance-related programs.
    • Knowledge of Election cycles and Strategic Management.
    • Know how to think strategically and devise long term strategies  
    • Familiarity with electoral laws, regulations, and processes is advantageous.
    • Knowledge of and proficiency in quantitative and qualitative data analysis techniques.
    • Knowledge of PMEL methodologies, tools, and best practices.
    • Knowledge of data analytics and proficiency in quantitative and qualitative data analysis techniques,
    • Knowledge of the socio-economic situation of the country,
    • Know how to perform analysis and interpretation of data
