The consultation, opened by a speech from Woubshet Ayele, Deputy Chairman of the Board, had the objective of creating awareness on civil society organizations and institutions that their participation in civic education and voter education should not be limited to the election season. It also aimed to raise awareness of the role of the Board and other stakeholders in the continuation of civic education. The consultation was attended by Abera Degefa (Dr.) member of management of the Board and Melatwork Hailu, the office head of the Board. From stakeholders, in addition to the civil society organizations, representatives of higher educational institutions, experts in the sector, and media organizations were also present at the consultation.</p> <p align="justify">In his opening statement, the Deputy Chairman of the Board recalled that civil society organizations and the media have been instrumental in the efforts of the Board to ensure the participation of citizens in the 6th National Election and emphasized that the contribution should be made not only during the election, but it should also be practiced as a continuous activity. He further explained that educational institutions are one of the Board's partners in voter and civic education as stipulated in the proclamation and requested the educational institutes to continue working with the board as they are the main owners of the education sector.</p> <p align="justify">Following the Deputy Chairperson, member of the Board management Abera Degefa (Dr.) reiterated that voter education should not be limited to election periods. During the consultation, Debebe Hailegabriel, a law expert, presented a paper on the role of civil society organizations and other stakeholders in civic and voter education. In addition, the Board's Civic and Voter Education Department presented what the participation of civil society organizations and institutions looked like in the 6th General Election, and Shimeles Sisay (Dr.) gave his clarification on what is expected from whom to ensure the continuity of civic education in Ethiopia.</p> <p align="justify">Although the Board possesses the mandate of issuing the criteria for Civics and Voter Education, democratic institutions play a major role, especially if well-organized and that civil society organizations have a great deal of potential in getting to know and mobilizing the community. He also explained the great contribution that the media can make in educating citizens at large all at once if they are able to fulfill their responsibilities. Explaining international experiences, he noted that there are countries that require the media by law to provide airtime to civic education bodies. He has also reminded politicians, in spite of their various agendas, that they have the responsibility making citizens aware of their basic rights. Higher education institutions are also intreated to expand their curriculum beyond their current scope.</p> <p align="justify">The experts have explained that proper planning should be made by carefully identifying who the stakeholders are, and the course should be worked out by identifying how many citizens can be reached in how much time before the upcoming elections putting money and time factors into consideration. He also stressed the need to evaluate results by setting up regular monitoring and evaluation systems.</p> <p align="justify">Participants of the consultation appreciated the Board for preparing the platform on civics and voter education though it is not the election period and outlined the issues that need to be addressed in the future, as well as the support that the Board and the government can provide. Some of the comments from participants included that the time allotted for civic education and in particular voter education is too short and that it should be increased; significant challenges are faced due to inadequate financial support to the sector; the attention given by the government should be more encouraging; and civic education should be institutionalized and provided in a sustained manner.</p> <p align="justify">Responding to the concerns from the participants of the consultation, members of NEBE’s management stated that the Board will provide support to the best of its ability, and the efforts of the institutions are crucial for the desired improvement and change. Ogaden National Liberation Front (ONLF)</p> <p>Date of decision May 6/2022</p> <p align="justify">The party has informed the board that it would hold its general assembly from April 30 to May 2, 2022, and it provided information on the preparations for its General Assembly in a letter dated March 15, 2022. However, pursuant to Article 8.5 of the bylaw of the party, since it is the Central Committee of the party that should decide to convene the General Assembly, the Board notified the Chairman of the party in writing to submit a minute outlining the decision of the Central Committee to convene the General Assembly within 5 days of receipt.</p> <p align="justify">On the other hand, the vice chairperson of the ONLF, Ahmed Yassin stated that he has sent an email to the chairperson of the party on March 18, 2022, to inform him to hold the general assembly based on the request of the 19 central committee members on February 25, 2022, but he was not willing to give a response. The vice chairperson explained to the Board that this action of the chairperson violates the bylaw of the party. The Board has verified and stated that the back and forth email evidence does not prove the complaint. Therefore, the Board notified the vice chairperson to bring clear evidence showing the refusal of the chairperson to hold the general assembly within 5 days.</p> <p>2. Ethiopian Citizens for Social Justice (EZEMA)</p> <p>Date of decision: May 9, 2022</p> <p align="justify">Ethiopian Citizens for Social Justice (EZEMA) has informed in the letter issued on May 6, 2022, that it would hold its general assembly in June 2022. Though the vice and chairperson’s duration of the term has expired, it has been difficult to have an election for the positions according to the bylaw of party articles 7.1.1, 18.3.3, and 18.3.2. It is decided to halt the election of chairperson and the vice chairperson, it was unanimously decided that the chairperson and the vice chairperson for one more term like the other officials of the party.</p> <p>The Board has examined the case and has notified the party that:</p> <p>• The executive committee has to present the minute that holds the above decision</p> <p>• In addition to the above decision submitted to the Board, the party’s executive committee must submit the updates on its bylaw presented to the general assembly.</p> <p>• The Board has previously requested the party to submit the minute for the general assembly held on October 2, 2021, if there were any updates on the bylaw, points where decisions were made, measures taken, if there are any prepared updates on the bylaw.</p> <p>• Based on the Article 79/2 the party is requested to let the Board the date of the general assembly so that observers are sent</p> <p>3. Chairperson of Welaita People Democratic Front (WPDF)</p> <p>Date of decision: May 9, 2022</p> <p align="justify">The audit and inspection committee of the par’s has declared that the chairperson of the party refused to hold the general assembly because of the conflict among the party leaders. Since it was believed that the conflict could put the existence of the party in danger, the party has asked the Board frequently to send observers when they decide to hold the general assembly.</p> <p align="justify">According to the bylaw of the party, the audit and inspection committee has the right to call for the general assembly if and when it has notified the chairperson to call the general assembly and the chairperson refuses.</p> <p align="justify">The Board has notified the chairperson that he is required to call for the general assembly according to the bylaw until June 8, 2022 and inform the board of all the preparations for and detailed plan to call the general assembly until May 18, 20 22. If not, the Board has told the audit and inspection committee to call the general assembly according to the party’s bylaws. The committee is to select election committees and name a temporary chairperson.</p> <p>4. New Generation Party (NGP)</p> <p>Date of decision: May 9, 2022</p> <p align="justify">The party is requested to present the decision letter which calls for the general assembly, the evidence that shows the decisions made were according to the party’s bylaw, the responsible person who passed the decisions, and the minute showing the decision for the general assembly. In addition, the party is asked to submit the detailed procedure for the election of its members of the general assembly and the assembly’s agenda.</p> <p align="justify">The party has presented its evidence that declares that the party has called an urgent central council meeting based on a general assembly on March 19, 2022, and April 13, 2022. In this process, members of the Board, staff members, regional office heads, political parties, observer groups, civil societies, federal and regional government officials, judiciaries, security and legal bodies, and donor organizations like the United Nations Development Program (UNDP), International Foundation for Electoral Systems (IFES), European Center for Electoral Services (ECES) and other supporting organizations have participated by including more than 400 stakeholders and conducting over 50 focus group discussions, workshops, and one-on-one interviews, and questionnaires in February and March.</p> <p align="justify">The methodology implemented for the assessment conforms to the key electoral principles of Independence, Impartiality, Transparency, Professionalism, Inclusiveness, and Sustainability. The thematic areas that are the focus of the lessons learned include areas of the electoral cycle such as legal and institutional reform, election operational planning and implementation, voter registration, candidate registration, election campaign, polling, counting, results management, election dispute resolution, election observation, voter education, gender and inclusion, etc. Several tools were used depending on the type of stakeholder engaged.</p> <p align="justify">During this two-days’ workshop being held today April 28 and tomorrow April 29, 2022, findings from the lessons learned exercise, including the challenges and success stories are presented in the presence of the above-mentioned stakeholders. So, the party has requested to hold its general assembly on April 8, and its request has been granted.</li> <li>Ethiopian Freedom Party - the party stated that its most of its members are from the Amhara and Oromia region where there are some security problems. So, the party has requested to hold its general assembly on April 10, and its request has been granted.</li> <li>Ethiopian Social Democratic Party - The party stated the reasons that materials to be printed haven’t yet been ready and the high cost of meeting halls, in addition to the extra time needed for the preparation the party has requested to hold its general assembly on April 2, and its request has been granted.</li> <li>Freedom and Equality Party - The party stated that since the financial and logistical issues necessary for the general assembly are not yet conducive for the party, it has requested to hold its general assembly on March 27, and its request has been granted.</li> <li>Oromo Federalist Congress - The party stated that its members are still in prison; its regional offices are closed; and due to conflicts, some parts of the Oromia Region are not safe yet. Due to these reasons, the party has requested to hold its general assembly on March 26, and its request has been granted.</li> <li>New Generation Party – The party stated that during the time that its leader was in prison, the day to day activities of the party have been disrupted. Besides this, the party mentioned the instability in some parts of the country as a reason for its general assembly to be held on April 23, but the Board decided that the time until April 16, 2022 is enough to convene the general assembly.</li> <li>All Ethiopian Unity Party - The party reasoned out that since there are numerous conflicts in Oromia, Amhara, Benishangul Gumuz, and other regions which have caused a transportation problem, the party has requested for its general assembly to be held on May 7 and 8, but the Board decided that the time until April 16, 2022 is enough to convene the general assembly.</li> <li>Ethiopian People's Revolutionary Party - The party reasoned out that since there are numerous conflicts in Oromia Region, and due to the fact that there are logistic and financial problems, the party has requested to hold its general assembly on April 8 -10, and its request has been granted.</li> <li>Hibir Ethiopia Democratic Party – The party stated that it needed more time to revise, amend, and improve its program and to finalize its audit. It also stated that it faced financial shortage to hold the general assembly, so it has requested to hold its general assembly on April 3, 2022, and its request has been granted.</li> <li>National Movement of Amhara – Since the party has previously announced on its social media pages and through its party structure that it would hold its general assembly on March 20, 2022 and preparations have been set towards that date, the Board allowed the party to hold its general assembly on the date specified.</li> <li>Gamo Democratic Party – The party complained that since its leaders and members have been in prison, and since they are terminated from their work and are being harassed, the Board allowed the party to hold its general assembly on April 10, 2022 according to the request that the party presented.</li> <li>Boro Democratic Party – Due to the security problem in Metekel Zone, members of the political party can use transportation only when there is a convoy to protect them. So, the party has requested to hold its general assembly on March 19 and 20, 2022, and its request has been granted.</li> </ol> <p>Here is the list of parties who stated that there is an extreme security problem in the areas where they function and that they cannot organize a general assembly. The consultation was led by the Birtukan Mideksa and Wubshet Ayele, the chairperson and deputy chairperson of the Board respectively. The political parties complained that following the declaration of the state of emergency, members and leaders of the parties have been arbitrarily arrested and harassed. Based on this, representative of the chairperson of the Board, representatives of the complaining parties and Prosperity Party have set up an investigation committee which has made its enquiries by travelling to the areas where the complaints were made, and the results of the investigations have been presented.</p> <p align="justify">In a series of weeks of deliberations with political parties, the Board has been announcing its findings. Accordingly, one of the party members and leaders detained in Addis Ababa following orders from Addis Ababa City Administration and Addis Ababa Police Commission/Command Post, Chairman of the Agewu National Assembly, Alamirew Yirdaw has been released. In addition to this, five members of Balderas for Ginuwine Democracy Party and 20 of the 23 members of other political parties were also released.</p> <p align="justify">Besides these, it was announced that a member of the Ethiopian Democratic Union; 256 of the 492 members of the Benishangul People Liberation Movement to be followed by the release of additional 192 members; all of the 34 detained members of the Wolayta People Democratic Front; and all of the detained members of the Gamo Democratic People have been released.</p> <p align="justify">The parties thanked the Board for the attempt it has been making for the release of members and leaders of political parties, and they have underlined their concern about the treatment of prisoners and the detainment of individuals without any or an on time legal persecution, and lack of access to medical treatment was still a matter of concern. They have also added the serious violations and harassment by low rank government officials.</p> <p align="justify">The Board announced that it would follow up the cases of the remaining prisoners, facilitate the release of prisoners when there is any information about their whereabouts, and continue working on searching for the whereabouts those who are missing, but until then it asserted that it would continue its attempt to facilitate visits by family members, that prisoners have enough access to medical care, and make sure that there is no problem concerning their treatment.</p> <p align="justify">After weeks of deliberations, the “Guidelines for Dialogue between Political Parties” was finalized, and it was signed and approved by the representatives of the political parties. technical leadership for the development of NEBE’s civic and voter education country wide strategy;</li> <li>Lead production, dissemination and translation of voter education materials;</li> <li>Provide oversight of the development of training modules and related materials and plans to ensure standard and manage training roll out to all regions;</li> <li>Coordinate civic and voter implementation and prepare report for concerned bodies;</li> <li>Communicate NEBE’s vision, mission, and strategic objectives to the staff;</li> <li>Responsible to review the performance of employees
