The National Election Board of Ethiopia organized the fourth round training based on the findings of an earlier demand survey for the Branch office officials and employees of the regional branch offices of the Election Board. The three-day capacity building training was on the topics of "In the process of resolving election-related disputes according to the election law; Alternative dispute resolution procedures; On Violence against Women and Gender and Inclusion during Elections ".

About 33 officials and staff from the regional branch offices of the Election Board participated in the training that lasted from November 26-28, 2023.

The training was coordinated by the Training department and given by experts from the Law; the Political Parties and Gender departments of NEBE in collaboration with partner organizations.

It is believed that the continuous preparation of the training will be of great benefit to the leaders and experts of the Election Board at all levels to develop their knowledge on election and election-related issues.

It is known that the National Election Board of Ethiopia has the authority given by the board's establishment proclamation 1133/2018 to provide and coordinate civic and voter education in consultation with the relevant stakeholders. This is done by making use of various options for voters to gain sufficient election-related awareness, i.e. through printing (leaflets, booklets, brochures and other options) and preparing messages that create awareness and by placing them in educational institutions, libraries and governmental and non-governmental institutions to make them accessible to citizens. In order to fulfill the above-mentioned responsibility, the Civic and Voter Education Department of the Board is preparing and distributing the awareness raising publications in various languages including Braille.

The Civic and Voter Education Department of the Board has prepared five types of brochures in Amharic, Afan Oromo, Afar, Somali, and Sidama languages which focus on democracy and democratic building process, election and election-related issues such as "What kind of electoral system does Ethiopia follow?", "Election in Ethiopia", "Peaceful election in Ethiopia", "Democracy and democratic system", as well as "Electoral process". In addition, about 28 magazines (booklets) containing messages about democracy and elections under the title 'Election in Ethiopia' have been included.

In addition to the above-mentioned publications, the department is distributing "The Ethiopian Election, Registration of Political Parties and Election Ethics proclamation No. 1162/2018" which had been prepared in braille in collaboration with the Gender and Social Inclusion and External Relations Departments of the board.

From September 2 to October 30, 2023, the Civic and Voter Education Department of the Board has distributed election and civic education related publications to 77 different library centers and various institutions in Addis Ababa. A total of 12,700 brochures, 1,980 magazines (booklets), 1,620 of them worked on the "Ethiopia Election, Registration of Political Parties and Election Ethics proclamation 1162/2018" have been distributed. It was possible to make this proclamation, which was prepared in two sections in Braille, accessible to more than eighty institutions. Further outreach activities will be conducted in other institutions and regions accordingly.

The general assembly of the Association of African Election Authorities (AEA) was also held along with the forum, and Ethiopia was elected to serve as Deputy President of the continental Association.

NEBE was represented by its chairperson Birtukan Midekssa to participate in this forum organized by the Department of Political Affairs, Peace and Security (DPAPS) of the African Union Commission (AUC) and the Association of African Electoral Authorities (AAEA) from 14-15 November 2022 in Maputo, Mozambique.

Including Ethiopia, participants of the forum congregated from the African Union Commission (AUC), EMBs of the AU Member States and members of the Association of African Electoral Authorities, Regional Economic Communities networks of EMBs, International Organizations involved in electoral assistance, Civil Society Organizations and academia working in the elections field and other democratic governance actors.

The Forum was convened under the overall theme: “Building Resilience of Election Management Bodies to Safeguard Democracy in Africa”. The NEBE chairperson took part and shared her experience at a panel with the theme of “Promoting gender in EMBs leadership and experiences of women chairpersons of EMBs in Africa”.

The discussion was conducted in light of the lived experiences of women chairpersons of EMBs in a bid to harness lessons towards developing engendered resilience in overcoming barriers in managing elections. The session was joined by Mrs. Jean Mensa, Chairperson of the Electoral Commission of Ghana, and Mrs. Halima Ismail, Chairperson of the National Independent Electoral Commission of Somalia.

NEBE was represented by Mme Bizuwork Ketete, NEBE Board member, to participate in the 5th General Assembly Meeting of the Association of World Election Bodies (A-WEB) held in Cape Town, South Africa from 18-20 October 2022. This is the second A-WEB meeting to be attended by NEBE.

The Independent Electoral Commission (IEC) of South Africa hosted the A-WEB 5th General Assembly. This is the first time that the A-WEB Assembly is held on the African continent. The IEC Commissioners and President Cyril Ramaphosa welcomed delegates from A-WEB member Election Bodies.

A day before the General Assembly (18 October 2022), A-WEB held its extraordinary Executive Board meeting, which finalized preparations for the General Assembly. The General Assembly was held on 19 October 2022 in which the South African IEC assumed the Chairpersonship of A-WEB (from India) after serving as Deputy Chairperson for three years. An election for Vice Chairperson was also held, and the National Civil Registry of Colombia was voted in.

The National Election Board of Ethiopia, for the first time, competed, together with other 4 A-WEB members, and came in 4th place. A-WEB includes 5 African Election Management Bodies as members of its Executive Board. A new Secretary General for A-WEB was also elected.

Today, October 20, 2022, the Electoral Commission is hosting an international conference on the theme “Safeguarding Election Management Bodies in the Age of Global Democratic Recession.” Internationally renowned scholars are presenting papers on the theme. Former President, Thabo Mbeki, was the guest speaker.

Mme Bizuwork Ketete met with a number of Commissioners from all over the world and officials of A-WEB. She also paid an exchange visit to the Independent Electoral Commission of South Africa. A-WEB is the world’s largest international organization in the field of election management. It was founded in October 2013 and, based on the Charter, its General Assembly convenes every two years.

A-WEB currently comprises a membership of 119 election management bodies from 109 countries. Its headquarters are in Incheon, South Korea. It will be celebrating a decade of existence in October 2023.

A-WEB also collaborates with Regional Associations including the Association of African Election Authorities (AAEA). A-WEB meetings also bring together other key stakeholders engaged in election matters.

The National Election Board of Ethiopia, through its Gender and Social Inclusion Unit, held a consultation on September 29, 2022, regarding the research being conducted on gender-based violence against women during elections.

Bizuwork Ketete, member of the Board, opened the consultation, which aimed at collecting the reflections of stakeholders on the study. She thanked the experts and the participants of the forum who are conducting the research and underlined that the study can be said to be the first of its kind and stated that the inputs from the panel will contribute significantly to the improvement of the study and the next elections.

Following this, the study was presented by Meseret Lege and Showaye Lulu, experts in the field who participated in the study process. The experts said that the study was designed to improve women's participation in elections and explained that, apart from studying the typical nature of gender-based violence against women during elections, ways out will also be included. Accordingly, the study will try to reflect on the general participation of women in elections, the types of sexual violence in the process, and the causes and effects of the violence. They also stated that the steps that should be taken to resolve the problem are detailed by exploring legal frameworks and policies related to the issue.

Participants of the consultation, included representatives from the Joint Council of Political Parties and the Coalition of Female Political Party Members, civil society organizations, the House of peoples' Representatives, the Ministry of Women and Social Affairs, and the representatives of governmental and non-governmental institutions concerned with the issue, have commented on the study.

Participants in the study commented on the study's data collection method, the cultural and cognitive dynamics of the study areas, whether there is an effort to go along with the data collection and measurements in the study, whether the study includes historical background, and whether violence against women with disabilities is seen as double violence in isolation. The participants further commented that as the violence was committed by men, the process of finding a solution should involve them equally, and it was also suggested that great care should be taken to protect the privacy of the victims in the process of collecting and disclosing information.

The experts of the study as well as the Head of the Gender and Social Inclusion department of the Board underlined that most of the comments from the participants of the consultation are given enough attention in the study, and after analyzing the comments made and considering the precautions to be taken in the future, a consolidated study will be presented.

Following this, the closing remarks of the consultation were made by the Chairperson of the Board, Birtukan Midekssa. In her speech, the Chair expressed her appreciation for the reports issued by civil society organizations that focus on women during election observation and thanked UN Women for supporting the study financially. She said that more effort will be exerted to seek better results by identifying "gender-based violence" in the next election. The Chair pointed out that the study should include the impact of the Internet as its influence on the issue is significant.

Zemenu Mola and six other members of the Ethiopian Citizens for Social Justice Party submitted written complaints on June 28, July 6, and July 12, 2022, regarding the party’s first General Assembly, held on July 2nd and 3rd, 2022. They informed the Board that there were various violations of the party's bylaw, and they submitted additional evidence that they said would help strengthen their appeal. On the other hand, Dessalen Bezabih and two others similarly submitted their written complaints.

However, the Board informed the complainants on August 24, 2022, that the violations stated to have been committed during the General Assembly should be submitted to the responsible law interpretation and enactment committee for a solution and should get a decision based on the bylaw of the party. The Board also informed the complainants that if their complaint is submitted to the committee and if a decision is made, they should notify the decision to the Board.

The National Election Board of Ethiopia has submitted a budget of 541,270,104.82 to the House of People's Representatives for the implementation of the referendum to be held in the SNNPR.

It is known that the board will conduct a referendum on six zones under the Southern Regional Government, namely in Gamo, Gofa, Wolayta, Gedio, Konso, and South Omo zones and five special districts, namely Burji, Amaro, Derashe, Basketo, and Alle.

On August 18, 2022, the Board was requested in a written letter by the House of Federation to organize a referendum in the mentioned zones and specific districts and announce the results. Accordingly, the Board has prepared and submitted an action plan including the detailed tasks required to carry out the referendum. It also submitted the budget to the House of Representatives to implement the general activities mentioned in the action plan of the referendum.
